The Caine appeal was held November 17th and 18th, 1999 in Vancouver. The BC Court of Appeal decision was released on June 2, 2000.

Regina v. Caine is a constitutional charter challenge on behalf of Victor Eugene Caine (aka Randy Caine), asserting that Parliament's creation of the offence of simple possession of marihuana pursuant to the Narcotic Control Act or the Controlled Drugs and Substances Act is unconstitutional in that it violates Mr. Caine's rights under s.7 of the Canadian Charter of Rights and Freedoms.
